Whether AI Soars or Stumbles, Bitwise's Hougan Says the Bitcoin Ending Is the Same

Bitwise CIO Matt Hougan argues in an October 14 investor note that an AI boom, an AI bust and a slow-growth economy each end with Bitcoin higher, while flagging non-macro risks.

1. What Hougan Said About the Bitcoin AI Trade

Matt Hougan, chief investment officer at crypto asset manager Bitwise, argued in an investor note published on Wednesday, October 14, that the Bitcoin AI trade works in almost every economic scenario: an artificial intelligence boom, an AI bust or a muddle-through economy. In his view, all three paths lead to a higher Bitcoin price, which he says makes the macro outlook less important than investors tend to assume.

Hougan built the memo around the "Choose Your Own Adventure" series of children's books, in which a reader picks between options at the end of each chapter and often arrives at the same conclusion by very different routes. He applied the idea to the economy, tracing each major scenario to its end point and asking what it would mean for Bitcoin (BTC).

The note arrives while Bitcoin trades a little above $82,000 and while the connection between AI spending and the wider economy is a daily topic on Wall Street. That backdrop gives the argument extra relevance, because the future of AI is now one of the largest unknowns facing anyone who allocates capital.

2. Why Is the Macro Outlook So Hard to Read?

Hougan opens by describing the spread of possible outcomes as the widest he has seen in his career. Forecasters do not merely differ on the pace of growth. Some predict that AI will double gross domestic product, while others warn that it could bring about human extinction. When expert opinion is spread across such a range, a conventional single-forecast investment thesis becomes hard to defend.

His response is to avoid picking a winner. Rather than betting on one forecast, he follows each plausible scenario through to its consequences for money, interest rates and scarce assets, and then checks where Bitcoin ends up in each. The exercise is a form of scenario analysis, a technique long used by risk managers who prefer to test a portfolio against several futures instead of relying on a prediction.

The appeal of the approach is that it does not require the investor to know whether AI will transform the economy or disappoint. It only requires confidence that Bitcoin's characteristics hold up under each version of events. That is the claim Hougan sets out to make in the rest of the note.

3. Superabundance: Scarce Assets Gain Value

The first path is the optimistic one, which Hougan calls superabundance. In this case AI delivers a large jump in productivity and makes intelligence-based work cheap. Tasks that once required teams of skilled people could be done at very low cost, and the supply of goods and services would grow quickly.

Hougan's argument is that when so much becomes plentiful, the things that cannot be reproduced become more valuable by comparison. He names waterfront land, gold and Bitcoin as examples of scarce, non-reproducible assets. Land by the sea is limited by geography, gold by what can be mined, and Bitcoin by a protocol that caps total supply at 21 million coins.

The logic mirrors a basic principle of economics: value is set by the balance of supply and demand. If technology makes most things cheap to produce, the few assets whose supply is fixed by nature or by code can attract more demand from people looking to hold something that technology cannot multiply. In that world, Hougan concludes, Bitcoin rises.

4. What Happens to Bitcoin If the AI Bubble Bursts?

The second path is the pessimistic one. Hougan considers a scenario in which the AI boom turns out to be a bubble that bursts, setting off a recession similar to the one in 2008. He does not claim Bitcoin would be spared at the outset. He expects it to sell off together with other risk assets, since in a sharp downturn investors often sell whatever they can to raise cash.

The turning point, in his analysis, is the policy response. Hougan describes the AI buildout as the biggest infrastructure investment in the history of America. If an investment of that scale collapsed, the damage to banks, lenders, companies and employment could be severe enough that he considers a government bailout close to certain. He puts the odds of a rescue at nearly 100%.

A rescue of that size would almost certainly involve large-scale money creation, whether through central bank balance-sheet expansion, government borrowing or both. Hougan says this is exactly the kind of environment Bitcoin was designed for. The cryptocurrency was created in the aftermath of the 2008 financial crisis, with a fixed supply meant to contrast with money that can be expanded when authorities choose to do so. On his reading, a bust ends with more currency in circulation and Bitcoin, whose supply cannot be expanded, looking better as a result.

5. How Does Bitcoin Fare in a Muddle-Through Economy?

The third path sits between boom and bust. Hougan describes an economy that grows at roughly 3% a year with interest rates around 4%, a pace that neither thrills nor alarms anyone. There is no dramatic AI payoff and no collapse, just steady, unremarkable expansion.

Even here, he argues, Bitcoin keeps advancing, and he gives several reasons. Inflows into exchange-traded funds continue to bring new buyers. Financial advisors are adopting the asset more widely and recommending allocations to clients. Corporations and sovereign governments are also adding Bitcoin to their balance sheets, a trend that Hougan connects to rising levels of government debt.

Hougan sums up this scenario by saying Bitcoin wins simply by being present. In other words, it does not need an exceptional economic backdrop. Steady adoption by institutions and investors is enough to keep demand moving upward, and the asset benefits from structural trends that do not depend on whether AI lives up to expectations.

6. The Debate Over AI Spending and Recession Risk

The note landed during a week of heightened concern about how closely AI investment is tied to the broader economy. BlackRock CEO Larry Fink warned this week that halting data center construction could push the United States into a recession. His comment illustrates how much economic activity now rests on the construction of computing infrastructure, and why a slowdown in that spending is treated as a macro risk and not just a problem for technology companies.

That connection is what gives Hougan's second scenario its weight. If AI infrastructure has become a significant driver of growth, then an unwinding of that investment could have effects well beyond the technology sector. His claim is that even in that case, the policy response would favor assets with a fixed supply, which is the bridge between a hard landing for the economy and a higher price for Bitcoin.

For readers following the market, the practical point is that the same piece of news, such as a large data center project being delayed or expanded, can be read in opposite ways. Hougan's framework says that for a long-term Bitcoin holder, it does not much matter which reading proves correct.

7. Risks Hougan Acknowledges

The note is not a promise of smooth gains. Hougan says plainly that Bitcoin will not rise in a straight line. He points to the 2020 COVID panic, when the asset fell by 50% within a matter of days before rebounding roughly twentyfold. The example shows that Bitcoin can behave like any other risk asset during acute stress, and that investors who sell in the panic can miss the recovery.

He also concedes that his thesis could fail for reasons that have nothing to do with the economy. One is a global government crackdown on Bitcoin, which could reduce demand or restrict access in major markets. Another is the threat that quantum computing could pose to older wallets whose cryptography might be vulnerable to future machines. Both are risks to the asset itself, not to the macro environment, so the scenario framework does not protect against them.

These qualifications matter for how the argument should be read. Hougan is not saying that nothing can go wrong. He is saying that the large economic questions that dominate headlines are less decisive for Bitcoin than most investors believe, while a small number of asset-specific risks deserve more attention than they usually receive.

8. What the Argument Means for Long-Term Investors

Hougan closes by arguing that for long-term investors the big macro questions matter much less than commonly assumed, because almost every path he can map ends with Bitcoin higher. If that is right, the effort many investors put into forecasting growth, rates and the AI cycle is of limited use for a Bitcoin position, and time horizon and tolerance for swings matter more.

As with any investment note from an asset manager, the conclusion should be weighed with the author's position in mind. Bitwise sells Bitcoin-related investment products, and a scenario analysis in which every scenario favors the asset is a persuasive framing as well as an analytical one. Past drawdowns, including the 50% fall Hougan himself cites, also show that a favorable end point can still involve a painful journey.

Even so, the memo captures a view that is gaining ground among institutional allocators: Bitcoin is increasingly discussed not as a bet on one economic outcome but as a position that responds to the fiscal and monetary reactions that follow many outcomes. Whether markets will bear that out in the next boom or bust is the question the note leaves for time to answer.
